SO THAT'S WHAT STAFF IS REVIEWING OF THE PRELIMINARY PLAN.

PART OF THE PROCESS IS INCLUDED IN THE PRELIMINARY PLAN IS THE ENS EROSION AND SEDIMENT CONTROL FOR THOSE DEVELOPMENT PLANS.

BUT THOSE ARE REVIEWED BY WARREN COUNTY.

UH, WE ARE NOT THE PROGRAM AUTHORITY FOR EROSION AND SEDIMENT CONTROL, BUT THEY'RE REQUIRED TO BE PART OF THE PLAN.

ALSO REQUIRED TO BE PART OF THE PLAN IS THE STORM WATER MANAGEMENT, UH, THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY AT THE HARRISONBURG OFFICE, VALLEY REGIONAL OFFICE FOR DEQ.

THEY WILL REVIEW THE STORMWATER MANAGEMENT.

SO YOU'LL HAVE THREE AGENCIES REVIEWING THESE PLANS FOR THE MAJOR PLANS.

TOWN STAFF WILL DO OUR PART FOR ZONING, UH, PUBLIC WORKS AND ENERGY SERVICES ON THE TOWN'S BEHALF.

EROSION AND SEDIMENT CONTROL WILL BE HANDLED BY WARREN COUNTY AND STORM WATER MANAGEMENT WILL BE REVIEWED BY DEQ.

SO THOSE, BUT THOSE ARE INCLUDED IN THE PACKET.

UH, ON THE PRELIMINARY PLAN, WE DID RECEIVE COMMENTS FROM WARREN COUNTY AND, UH, AND FROM DEQ ON THAT.

AND BASICALLY FOR A PRELIMINARY PLAN, THEY WILL NOT DO A THOROUGH

REVIEW OF THE PLANS 'CAUSE IT'S PRELIMINARY.

THEY DID GIVE APPROVAL THAT IT LOOKED LIKE THEY ARE IN COMPLIANCE, BUT THEY DO NOT DO A THOROUGH REVIEW OF THAT.

AND THAT'S BASICALLY, UH, THEY WILL WAIT UNTIL THE PLAN IS SUBMITTED OFFICIALLY FROM THE DEVELOPMENT PLAN.

UH, SO THE SITE THERE IS LOCATED AT 3 44 WEST MAIN STREET OUTLINED IN RED.

IT FRONTS THERE ON WEST MAIN STREET WITH ORCHARD STREET, BASICALLY SPLITTING THE THREE PARCELS IN TWO.

UH, IT HAS ROAD FRONTAGE ON THE OTHER TWO STREETS.

UH, SO IF YOU'RE FAMILIAR WITH THAT AREA.

SO, UH, SO PART OF THE PRELIMINARY PLAN, THIS IS, UH, DEVELOPMENT'S CALLED FOR SQUIRREL HILL DEVELOPMENT.

IT'S FOR DUPLEXES.

AND WE DID TAKE OUT SOME OF THE PACKETS THAT THE, UH, ENGINEERING FIRM SENT US.

SO, UH, A LOT OF THE IN, UH, SOME OF THE NOTES AND OTHER STUFF THAT'S DOES NOT PERTAIN FOR YOUR REVIEW.

UH, SO THERE'S THE EXISTING CONDITIONS.

THERE IS A SINGLE FAMILY HOME ON THE ONE LOT THAT WILL REMAIN, UH, SO THAT WILL STAY INTACT AND THAT WILL BECOME ITS OWN LOT IN THE FUTURE.

UH, THEY DID DO AN EROSION AND SEDIMENT CONTROL PLAN FOR PHASE ONE, WHICH IS REQUIRED.

UH, AND THEY ALSO DID ONE FOR PHASE TWO.

SO PHASE ONE IS ONCE THEY GET STARTED WITH THE LAND CLEARING.

AND THOSE WERE THE, WITH THE, UH, PHASE TWO IS ONCE THE HOMES GET BUILT, IT'LL BE CHANGED OVER TO PHASE TWO OF THE ENS PLAN.

UH, THE PRELIMINARY SUBDIVISION PLAT SHOWS THE DUPLEX LOTS THERE AND THE EXISTING SINGLE FAMILY HOME AT THE TOP OFF OF WEST MAIN STREET, THOSE LOTS WILL, UH, FRONT ON WEST MAIN STREET WITH DRIVEWAYS AND THE, UM, MAJORITY OF OTHER HOMES WILL BE OFF OF ORCHARD STREET.

AND THIS IS BY, RIGHT.

SO I WANNA EMPHASIZE THIS IS BY, RIGHT, THIS IS NOT A REZONING OR A SPECIAL USE PERMIT.

THESE ARE BY RIGHT FOR THIS TYPE OF ZONING.

UH, THEY ALSO DID A SITE DIMENSIONAL PLAN THAT WE WOULD VERIFY THE LOT SIZES THAT ARE IN CONFORMANCE WITH OUR TOWN CODE FOR THE SUBDIVISION LAYOUT FOR THESE LOTS.

UH, THEY DID A UTILITY PLAN.

UH, THE UTILITIES, THE WATER AND SEWER MAJORITY OF THOSE ARE WITHIN THE STREET ITSELF ALREADY, SO THEY'RE NOT EXTENDING, UH, JUST A LITTLE BIT OF SEWER AND WATER TO A COUPLE LOTS THERE IN THE BACK.

BUT MAJORITY OF THOSE CONNECTIONS WILL BE FROM THE STREET.

UH, SO VERY LITTLE INFRASTRUCTURE AS FAR AS THE WATER AND SEWER NEEDS TO BE EXTENDED.

UH, THEY WILL, THEY DID DO A GRADING PLAN THERE, SHOWING THE GRADES.

UH, ONCE THE CONSTRUCTION EVERYTHING'S COMPLETED ON THE PRELIMINARY PART OF IT, THERE WILL BE ONE LOT, UH, SET ASIDE FOR STORM WATER MANAGEMENT.

UH, THEY DID THE ANALYSIS ON THE STORM WATER MANAGEMENT.

THEY ANALYZED THE DRAINAGE AREAS PRIOR TO PRE-DEVELOPMENT, AND THEY DID IT OBVIOUSLY FOR POST-DEVELOPMENT.

AFTER THAT, DID THEIR CALCULATIONS.

AND AGAIN, ONCE THIS DEVELOPMENT PLAN COMES BACK TO YOU, DEQ WILL REVIEW THIS PART OF IT.

IT'S, IT'S REQUIRED TO BE PART OF THE PLAN, BUT THEY WILL DO THE REVIEW PART OF THIS.

THEY WILL CHECK ALL THE CALCULATIONS ON THAT PART OF IT TO SEE IF THEN THEY ARE IN AGREEMENT WITH WHAT WAS SUBMITTED.

UH, THERE'S A STORM WATER MANAGEMENT PLAN, HOW THEY'RE GOING TO CONTROL THE STORM WATER QUALITY AND QUANTITY ON THE SITE, UH, AND PUT IN THE POND AND THE LEVELS THAT, UH, WILL BE VERIFIED BY DEQ FOR THE RUNOFF ON THE STORM.

AND DEQ WILL GIVE THAT APPROVAL BEFORE WE DEAL WITH IT.

AGAIN, THAT, THAT'LL BE FOR THE DEVELOPMENT PLAN, NOT, IT'S NOT PART OF THE PRELIMINARY PLAN.

I JUST WANTED TO RUN YOU THROUGH THE PROCESS.

SO THE NEXT STEP FOR THEM IS IF THIS GETS APPROVED FOR THE PRELIMINARY PLAN, THEY HAVE THE TIMEFRAME TO SUBMIT THE SUBDIVISION PLAT, THE LAYOUT OF THE LOTS.

OKAY? WE HAVE A CHECKLIST WITHIN TOWN CODE THAT REQUIRE THE REQUIRE REQUIREMENTS FOR THE LOT LAYOUTS.

WE'LL CHECK THE WIDTH, THE SIZE OF THE LOTS, THE SQUARE FOOTAGES, THE SETBACKS, UH, EVERYTHING THAT'S CONTAINED ON THAT.

AND THAT WILL BECOME BACK BEFORE YOU AS THE PLANNING COMMISSION FOR APPROVAL OF THOSE LOTS.

UH, IF, WHEN THAT IS APPROVED, THAT GOES TO TOWN COUNCIL FOR APPROVAL.

BUT THESE ARE BY, RIGHT, THESE, THESE LOTS, UH, IN THE ZONING IS BY RIGHT ONCE THE SUBDIVISION PLAT IS APPROVED AND RECORDED.

THE NEXT STEP FOR THIS TYPE OF DEVELOPMENT IS THE ACTUAL DEVELOPMENT PLAN.

THAT'S THE PHASE WHERE DEQ WILL REVIEW THE STORM WATER MANAGEMENT AND WARREN COUNTY WILL REVIEW THE EROSION AND SEDIMENT CONTROL, BUT IT'S REQUIRED TO BE PART OF THIS PLAN.

THEY WILL REVIEW THAT AT THAT PROCESS.

SO IT'S A LITTLE BIT OF A LENGTHY PROCESS DOING THE REVIEW PART OF IT.

WHEN YOU GET TO THE FINAL STAGE OF THE DEVELOPMENT PLAN, THAT WILL COME BACK BEFORE THE PLANNING COMMISSION FOR A RECOMMENDATION OF APPROVAL.

THAT WILL ALSO BE FORWARD TO TOWN COUNCIL FOR FINAL APPROVAL.

SO BASICALLY, THIS PRELIMINARY PLAN IS JUST THE FIRST STEP.

BASICALLY, YOU'RE, YOU'RE WITH THIS APPROVAL, YOU'RE GIVING THEM THE GREEN LIGHT TO, UH, FURTHER THEIR ENGINEERING STUDIES REDEFINE THINGS THAT THEY NEED TO LOOK AT.

AND THEN THEY'LL DO A RESUBMISSION, BUT THE PLAT WILL COME NEXT WITHIN THAT TIMEFRAME.

IF IT DOES NOT COME WITHIN THAT TIMEFRAME THAT WE SPOKE OF, UH, BEFORE, EARLIER, THEN THIS PLAN WILL BE VOIDED AND THEY WOULD HAVE TO START BASICALLY OVER AGAIN WITH THE PROCESS, UH, THE CLIENT AND THE, UH, THE REPRESENTATIVE KNOWS THAT, UH, I'M ASSUMING THEY'RE GONNA MOVE FORWARD WHEN THIS PRELIMINARY PLAN DOES GET REVIEWED.

WE DID HAVE COMMENTS WITH THAT ON THE FIRST SUBMITTAL.

UH, THEY DID ADDRESS THOSE COMMENTS.

THE ONES THAT WE SENT, WE INCLUDED THAT IN YOUR PACKET.

UH, PUBLIC WORKS HAS NOT GOT BACK WITH US ON THAT.

THEY MAY HAVE SOME FOLLOW UP COMMENTS, I THINK NOT, BUT THEY MAY.

SO WE DID PUT A RECOMMENDATION, UH, CONTINGENCY ON THE APPROVAL, UH, FOR YOUR MOTION.

SO JUST BE AWARE OF THAT.

THEY DID ADDRESS ALL THE COMMENTS, ACKNOWLEDGE THOSE THAT WE HAD, BUT WE STILL GO BACK TO OUR OTHER DEPARTMENTS TO MAKE SURE THEY ADDRESS THOSE COMMENTS SATISFACTORILY.

SO WITH THAT, UM, JOHN DID AN EXCELLENT JOB PRESENTING THE PROJECT.

UH, THE NUTS AND BOLTS OF IT ARE RELATIVELY SIMPLE IN THAT, YOU KNOW, WE'RE SEEKING 16 PAIRED HOMES TOTAL OF 32 NEW UNITS WHILE PRESERVING THE EXISTING, SO TOTAL OF 33 UNITS ALTOGETHER ON THE PROPERTY.

UH, WITH THE FACT THAT THE PROPERTY SITS WITH FRONTAGE ON FOUR SIDES, YOU KNOW, THERE'S A LOT OF BUILT IN INFRASTRUCTURE, SO THERE'S NOT A WHOLE LOT OF NEW INFRASTRUCTURE.

WE ARE IMPROVING THE INFRASTRUCTURE TO, UH, CODE MINIMUM STANDARDS.

SO SOME OF THE ROADS ARE BEING WIDENED OUT, UH, TO 32 FEET, OR I'M SORRY, 36 FEET MEASURED FACE OF CURB TO FACE OF CURB.

UH, SO THERE'S A LITTLE BIT OF IMPROVEMENT ON THE STREETS, UM, THERE AS WELL.

WE HAD FIVE LAND USE APPLICATIONS, WE HAD ONE SIGNED PERMIT AND NINE BUSINESS LICENSES WERE

WE HAVE ISSUED A TOTAL OF 94 BUSINESS LICENSES FOR THE YEAR SO FAR.

UM, AND WE HAD, WE TOOK IN THREE NEW, UM, CERTIFICATE OF APPROPRIATE DIS APPLICATIONS FOR THE BOARD OF ARCHITECTURAL REVIEW AND ISSUED WHAT APPEARS TO BE FOUR SOLICITOR ITINERANT MERCHANT PERMITS.
