KAYA PLANS TO ATTEND LIBERTY UNIVERSITY AND MAJOR IN NURSING.

SHE CURRENTLY WORKS AS A CNA AT HIDDEN SPRING SENIOR LIVING.

WHILE IN HIGH SCHOOL, SHE PARTICIPATED IN MANY SPORTS AS A CHEERLEADER TRACK AND FIELD, AND ALSO MANAGING BOYS BASKETBALL AND FOOTBALL TEAMS. SHE ALSO SERVED AS PRESIDENT OF THE HEALTH OCCUPATION STUDENTS OF AMERICA.

A COUPLE OF EXCERPTS FROM A QUOTE FROM KAYA ABOUT LIVING IN FRONT ROYAL.

SHE SAID, LIVING IN FRONT ROW HAS GIVEN ME SO MANY OPPORTUNITIES THAT I HAD NO IDEA I COULD HAVE WHEN I WAS A CHILD.

PLANS TO ATTEND VIRGINIA MILITARY ACADEMY MAJORING IN BUSINESS.

I FEEL LIKE IT'S, IT'S NOT VIRGINIA MILITARY ACADEMY.

IT'S INSTITUTE.

I KNEW THAT AS SOON AS I SAID IT, I WAS LIKE, THAT DOESN'T WORK.

MAJORING IN BUSINESS AND ECONOMICS WITH A MINOR IN A FOREIGN LANGUAGE WITH ASPIRATIONS TO SERVE AS A SECOND LIEUTENANT IN THE US ARMY.

BLAKE RECENTLY COMMITTED TO JOIN THE ARMY NATIONAL GUARD WHILE IN HIGH SCHOOL.

NOT ONLY WAS HE DUAL ENROLLED AT LAUREL RIDGE COMMUNITY COLLEGE, BUT HE FOUND TIME TO PLAY BASEBALL, PARTICIPATE IN CROSS COUNTRY AS WELL AS TRACK AND FIELD.

BLAKE MOVED TO THE AREA IN 2013 AND TO THE TOWN IN 2014.

SOME HIGHLIGHTS OF BLAKE'S ESSAY ABOUT FRONT ROYAL WERE THE PLEASURES OF DRIVING OVER BEAUTIFUL WINDING ROADS, SEEING MAIN STREET TRANSFORM THROUGH THE YEARS TO BECOME A FAMILY AND TOURIST ATTRACTION, AND THE MEMORIES CREATED AT THE BOWLING ALLEY, SKATING RINK AND MOVIE THEATER.

NOT TO MENTION THE POST-GAME CELEBRATIONS AT SPLUNK'S FOR BURGERS, FRIES, AND ICE CREAM.

AND LAST BUT NOT LEAST IS DYLAN BRADDOCK.

DYLAN PLANS TO GO TO WESTERN ILLINOIS UNIVERSITY TO PURSUE A DEGREE IN FIRE PROTECTION SERVICES.

WHEN FINISHED, HE WILL BE A LICENSED FIREFIGHTER AND PARAMEDIC.

HE WOULD ALSO LIKE TO ATTAIN HIS FLIGHT PARAMEDIC CERTIFICATION.

I KNOW THAT CAP COUNTY WILL BE HAPPY TO HEAR, UH, THAT DYLAN WANTS TO EVENTUALLY WORK FOR WARREN COUNTY AS A FIREFIGHTER AND PARAMEDIC.

WHILE IN HIGH SCHOOL, DYLAN PARTICIPATED ON THE SOCCER AND YEARBOOK TEAM, AS WELL AS PARTICIPATED IN THE UNITED STATES SENATE PAGE PROGRAM FOR TWO YEARS, AS WELL AS ATTENDED MANY SEMINARS ON TOPICS SUCH AS NATIONAL DEFENSE, ENGINEERING, AND URBAN SUSTAINABILITY.

MOST NOTABLY WAS THAT DYLAN VOLUNTEERED WITH THE WARREN COUNTY FIRE AND RESCUE VOLUNTEERING NEARLY 2000 HOURS, SOME EXCERPTS OF DYLAN'S DESCRIBING LIVING IN FRONT ROYAL, WHO HAS LIVED HERE HIS ENTIRE LIFE.

SAID, I'VE SEEN BOTH THE GOOD AND BAD, THE CALM AND EXPANSION OF OUR TOWN.

WHAT REALLY SHAPED ME THOUGH, WAS THE PUBLIC SERVICE ASPECT OF OUR COMMUNITY.

I GREW UP PLAYING, PAYING VISITS TO THE FIRE STATIONS AND POLICE STATIONS.

SEEING THOSE FIRST RESPONDERS WHEN I WAS YOUNG MADE ME REALIZE THAT I WANTED MORE THAN ANYTHING TO GIVE BACK TO MY COMMUNITY.

SHE WILL NOW BE REQUIRED TO BUILD THREE TIMES THE COOP SPACE THAT SHE HAS WITH THIS.

AND JUST TO SPEAK TO STAFF'S TIME AND INSPECTIONS AND THE WASTE OF THEIR TIME.

THE COUNTY IS CURRENTLY TAKING, UM, SURVEYS FOR THEIR COMPREHENSIVE PLAN, MUCH LIKE THE TOWN DID, UM, A COUPLE OF YEARS BACK.

UM, AND WITH THAT, MATT WENDELL FROM THE COUNTY HAD SUGGESTED THAT THE URBAN DEVELOPMENT PLAN BE REDONE AND THE COUNTY IS VERY MUCH LEANING TOWARDS WITH STRAIGHT FROM THE SUPERVISORS AND COUNTY STAFF, UM, AGRICULTURAL CONSERVATION AND PRESERVATION, MEANING THAT THEY DO NOT INTEND TO BE BRINGING IN ANY MORE SUBDIVISIONS SUCH AS THE GOLF COURSES THAT I KNOW THE TOWN PROVIDES SERVICES TO OUT THROUGH THE CORRIDOR.

UM, AND ALSO IT SOUNDS LIKE THERE IS A LOT OF, UM, LEEWAY THAT HAS BEEN MADE WITH EMERGENCY PERSONNEL FOR THE 66 EMERGENCY ACCESS WHEN THE TRAIN IS BLOCKING THE 6 0 6 CORRIDOR THAT THE AMBULANCE WOULD BE ABLE TO OBTAIN, UM, ANY MEDICAL EMERGENCIES NEEDED RIGHT OFF OF THAT INTERSECTION, WHICH, YOU KNOW, THERE'S A LOT OF STAKEHOLDERS AND PARTIES IN PLAY THE STATE AND FEDERAL, UM, FOR THAT.

AND THAT IS ALL I HAVE TO REPORT FOR THIS.

APRIL 27TH, I PARTICIPATED IN THE FRONT ROW ROTARY PUB CRAWL DOWN MAIN STREET.

AND THIS EVENT WAS AN OPPORTUNITY FOR THE CLUB TO RAISE FUNDS WITH THEIR MISSION, MISSION OF ERADICATING POLIO AROUND THE WORLD.

UM, CHIEF MCGILLIS, VICE CHAIRMAN OF THE TOWNS PLANNING COMMISSIONER MICHAEL WILLIAMS AND I PARTICIPATED ALONG WITH KEN EVANS AND SHERIFF KLEIN.

SHERIFF KLINE CROSSED THE FINISH LINE FIRST, BUT IT WAS FUN NONETHELESS.

UH, APRIL 27TH, I, NOPE, THAT WOULD'VE BEEN THE NEXT DAY.

UM, I ATTENDED THE RIBBON CUTTING FOR PROGRESSIVE AUTOMOTIVE'S NEW LOCATION ON COMMERCE AVENUE AFTER OUTGROWING THE RURAL AVENUE LOCATION AS, UH, COUNCILWOMAN DE DO.

PAYNE MENTIONED SOMETHING NOTEWORTHY ABOUT THAT PARTICULAR RIBBON CUTTING TO ME WAS HOW MANY OF RUSSELL'S CUSTOMERS WERE THERE TO CELEBRATE WITH HIM.

AND I THINK THAT'S A TRUE TESTAMENT TO THE QUALITY OF SERVICE HIS BUSINESS PROVIDES, THAT HIS CUSTOMERS WERE THERE TO SUPPORT HIM ON THAT DAY.

APRIL 29TH, THE TOWN COUNCIL AND PLANNING COMMISSION HAD A JOINT MEETING, WHICH I THOUGHT WAS VERY PRODUCTIVE.

AND I LOOK FORWARD TO HAVING THOSE TWO BODIES COLLABORATE AGAIN IN THE FUTURE.

APRIL 30TH, I HAD THE PLEASURE TO ATTEND THE RIBBON CUTTING OF THE CBM MORTGAGE TEAM MERGING WITH SUPREME LENDING, WITH THE INTENT TO PROVIDE MORE SERVICES TO THEIR CLIENTS.

UH, THIS RIBBON CUTTING WAS A, UH, SPECIAL FOR ME, UH, BECAUSE COREY MICHAEL, THE OWNER OF CBM, WAS A FORMER FOURTH GRADE STUDENT OF MINE, AND I HAD THE OPPORTUNITY TO BRAG ON COREY AND MY OBSERVATIONS THAT AT A YOUNG AGE, WHAT A HARDWORKING YOUNG MAN WITH IMPECCABLE CHARACTER.

UH, EVEN AT 10 YEARS OLD MAY 11TH, I HAD THE PLEASURE TO PARTICIPATE IN SOUTH STREET BRIDGE DEDICATION AND MEMORY OF THE LATE FRONT ROW POLICE DEPARTMENT.

LIEUTENANT PAT RO, WHO LOST HIS LIFE AFTER BATTLING AN ILLNESS, BROUGHT AND, UH, BY HAD SUFFERED WHILE ARRESTING A SUSPECT THAT VERY SAME DAY I ATTENDED THE REACHING OUT NOW EVENTS, UH, CALLED SAFE AT HOME, I GOT TO WATCH A LITTLE LEAGUE GAME, THEN SKYLINE VERSUS WARREN COUNTY BASEBALL.

I ACTUALLY LEFT BEFORE THE ALUMNI GAME.

UM, BUT REACHING OUT NOW DOES SO MUCH GOOD IN OUR COMMUNITIES, SUPPORTING OUR YOUTH IN A POSITIVE WAY.

MAY 12TH, I PARTICIPATED.

UH, THE VENDORS WILL BE POSTED AHEAD OF TIME, BUT I KNOW THAT WHEN THAT VERY FIRST SUNDAY, UH, I THINK ALL THE VENDORS WERE SOLD OUT, SO IT WAS VERY SUCCESSFUL.

I'M NOT SURE HOW YESTERDAY WENT, BUT, UM, AND I'M STILL FEEDING THE SOURDOUGH BREAD STARTER THAT I PURCHASED AND LOOKING FORWARD TO MAKE SOME WHO MADE BREAD.

NOW THAT SCHOOL'S OUT, UH, MAY 16TH, I ATTENDED TWO RIBBON CUTTINGS TOO ONE DAY.

THE FIRST WAS FOR A SERVICE TITLE ON ALCOBA MORTGAGE THAT'S

THEN ON MAY 18TH, I ATTENDED THE WINE AND CRAFT FESTIVAL DOWNTOWN.

AND AS SOMEBODY ELSE SUGGESTED, I REALLY THOUGHT THE RAIN WAS GOING TO DISCOURAGE ATTENDEES, BUT THE SUN CAME OUT AND MAINE AND CHESTER STREET WERE PACKED.

APPARENTLY I MISSED THE, UM, DANCING THAT COUNCILMAN RAPPAPORT MENTIONED.

UH, MAY 23RD, I ATTENDED THE RIBBON CUTTING FOR BLUE RIDGE HEALTHCARE.

REBECCA SETTLE, WHO'S A PSYCHIATRIC NURSE PRACTITIONER WHO ACTUALLY LIVES IN OUR COMMUNITY, WILL BE ABLE TO PROVIDE MANY SERVICES SUCH AS MED MANAGEMENT AND COUNSELING TO NAME A COUPLE.

AND I KNOW WITH THE MENTAL HEALTH CRISIS IN OUR COUNTRY, AND OF COURSE OUR COMMUNITY, HAVING ANOTHER HEALTHCARE PROVIDER WHO CAN FOCUS ON THE AREA OF MENTAL HEALTH WILL BE A POSITIVE ADDITION TO OUR COMMUNITY.

UM, I, BEFORE I MOVE ON, I JUST WANNA SAY, IF YOU WERE LISTENING AT ALL TO ALL OF THOSE RIBBON CUTTINGS, I JUST HOPE THAT SENDS THE MESSAGE THAT I WANT YOU ALL TO HEAR IS THAT PEOPLE ARE COMING TO OUR COMMUNITY AND THEY'RE INVESTING IN OUR COMMUNITY AND THEY'RE OPENING BUSINESSES, OR THEY'RE EXPANDING.

AND I JUST THINK THAT'S A TRUE TESTAMENT TO THE POSITIVE DIRECTION THAT'S GOING ON IN OUR TOWN.

UM, THIS MONTH I ALSO HAD THE PLEASURE TO ATTEND THREE LOCAL GRADUATION CEREMONIES.

FIRST AT SKYLINE HIGH SCHOOL, THEN AT WARREN COUNTY, AND THEN THIS PAST WEEKEND AT RANDOLPH MACON ACADEMY.

UM, THE ENERGY AND EXCITEMENT ALONG WITH SOME OF THE EMOTIONAL MOMENTS FOR NOT JUST THE CHILDREN, BUT THEIR FAMILIES WERE, UM, PRESENT AT EVERY ONE OF THOSE CEREMONIES.

AND IT'S NO SECRET THAT MY PASSION IS EDUCATION, BUT SEEING THE FACES AND HEARING OF ALL THE ACCOMPLISHMENTS OF THE CLASS OF 2024 AT EVERY SCHOOL GIVES ME CONFIDENCE IN WHAT IS AHEAD, NOT ONLY IN THEIR FUTURE, BUT THE FUTURE OF OUR COMMUNITY.

YESTERDAY I ATTENDED THE MOR MEMORIAL DAY CEREMONY AT THE WARREN COUNTY COURTHOUSE.

I BELIEVE THIS IS MY FOURTH OR FIFTH YEAR.

UM, I APPRECIATE THAT CITIZENS SUCH AS ROB MCDOUGALL AND FORMER COUN, FORMER COUNCILMAN SKIP ROGERS, AS WELL AS MALCOLM BARR, WHO ACTUALLY BROUGHT THE CEREMONY BACK, UM, TO THE COMMUNITY, UH, THEY PLANNED AND CARRIED OUT THIS IMPORTANT EVENT FOR OUR CITIZENS.

AND FORMER COUNCILMAN JOE MCFADDEN WAS THE GUEST SPEAKER OF THE EVENT.

AS COUNCILMAN RAPPAPORT REPORTED, JOE WHO SERVED IN THE MARINES AND NOW IN THE ARMY RESERVES SHARED STORIES ABOUT THE MEN HE SERVED WITH, WHO PAID THE ULTIMATE SACRIFICE, LOSING THEIR LIVES SO THAT WE CAN ALL HAVE THE FREEDOMS WE ENJOY.

AND IT WAS A VERY SPECIAL, UH, CEREMONY AND I'M SO GLAD THAT, THAT, UM, PEOPLE MAKE THE EFFORT TO, UM, PLAN THOSE EVENTS FOR US ALL TO ATTEND.

AND REMEMBER LASTLY, THIS IS SOMETHING COMING UP.

ONE OF THOSE GOALS UNDER OUR PRACTICE, GOOD GOVERNMENTS, WAS TO SPONSOR AN OPEN HOUSE EVENT TO ALLOW CITIZENS TO INTERACT WITH STAFF AND COUNSEL ON THE SERVICES THE TOWN PROVIDES TO ITS CITIZENS.

SO ON SATURDAY, JUNE 22ND, FROM 12 TO THREE AT THE GAZEBO TOWN COMMONS AREA, WE WILL HAVE DEMONSTRATIONS, INFORMATION, GIVEAWAYS, AND OTHER ACTIVITIES FOR THE WHOLE FAMILY.

ALL OF OUR DEPARTMENTS WILL BE REPRESENTED WITH OUR AMAZING TOWN STAFF AS WELL AS TOWN COUNCIL MEMBERS.

I HAD THE PLEASURE OF SERVING ON THIS COUNCIL WITH COUNCILMAN GARY GILLESPIE AT THE TIME.

UM, AND HE WAS, I BELIEVE, A SENIOR MEMBER OF COUNCIL.

AND AFTER, UM, HIS TERM WAS UP AND HE DIDN'T SEEK REELECTION, HE PROMISED AND VOWED THE COMMUNITY ON THIS DAS TO STAY ENGAGED AND INVOLVED AND SERVE THE COMMUNITY IN ANY WAY THAT HE COULD.

UM, AND THE COUNCIL SAW A LOT OF TURNOVER, UM, FOR THE YEARS TO COME AFTER COUNCILMAN GILLESPIE, UM, DIDN'T SEEK REELECTION, AND IT WAS PRETTY HARD TO FIND SOLID GROUND AS A COUNCIL FOR A LONG TIME.

AND NOW I FEEL LIKE THE PLANNING COMMISSION IS SEEING THE SAME WITH A HIGH RATE OF TURNOVER FOR VARIOUS REASONS.

UM, AND SO I THINK ADDING COUNCIL, FORMER COUNCILMAN GILLESPIE AND MEGAN, WHOM I KNOW AS WELL, SHE'S WHAT WE REFER TO AS A TRANSPLANT.

SHE'S NOT FROM HERE OR LOCAL, BUT, UM, SHE DEFINITELY HAS A PASSION TO SERVE THIS COMMUNITY.

UM, SO I'M EXCITED ABOUT THEIR APPOINTMENTS AND AS YOU MENTIONED, I THINK THEY DESERVED SOME ACKNOWLEDGEMENT.

UM, AND IF THERE'S NO OTHER DISCUSSION FROM COUNCIL, I THINK THIS WOULD ALSO BE AN APPROPRIATE TIME TO SAY THAT.

COUNCIL'S REQUESTED TO WAIVE A SIDEWALK REQUIREMENT FOR ERRAND HIKE AT 8 31 WEST 16TH STREET FOR NEW CONSTRUCTION.

THE REASON FOR THE WAIVER IS THE LACK OF SIDEWALKS ALONG WEST 16TH STREET SIDEWALKS ARE NOT NECESSARY FOR THE PURPOSE OF STORM WATER MANAGEMENT FOR THIS PARTICULAR DEVELOPMENT PURSUANT TO TOWN CODE 1 48 DASH EIGHT 50 D.

THE REQUIREMENT MAY BE WAIVED ON THE VOTE OF TOWN COUNCIL IN RESIDENTIAL AREAS.

AND WE HAVE DISCUSSED THIS, UM, ITEM AT OUR WORK SESSION ON MAY 6TH.
