THE WARREN COALITION, UH, REQUEST FOR SUP FOR LODGING HOUSE LOCATED AT 5 0 1 SOUTH CORAL AVENUE.

ALL RIGHT, SO FOR THIS APPLICATION, UM, THE APPLICANT IS REQUESTING A LODGING HOUSE.

THEY HAVE EIGHT BEDROOMS THAT THEY WILL BE USING.

THE PARKING IS CALCULATED.

IT'S ONE PARKING SPACE PER BEDROOM, PLUS AN ADDITIONAL TWO SPACES FOR STAFF.

SO THEY NEED 10 REQUIRED PARKING SPACES.

THEY DO SHOW 12 ON THE PLAT STAFF.

HAD SOME QUESTIONS ABOUT THE VIABILITY OF THE BASIS OF THREE, FOUR, AND FIVE.

UM, SO WHAT WE'RE RECOMMENDING IS APPROVAL WITH THE CONDITION THAT THE APPLICANT, UM, UH, BE CONSTRUCTED, UH, PRIOR TO THE ISSUANCE OF THE SEP AND THAT THE PARKING LOT LAYOUT SUBMITTED.

UM, I THINK, SORRY, JOHN'S COMMENTS WERE THAT THE PARK, THE LAYOUT FOR THE PARKING LOT THEY SUBMITTED DOES NOT MEET TOWN STANDARDS.

SO THE CONDITION WILL JUST BE THAT THE PARKING LOT NEEDS TO MEET TOWN STANDARDS PRIOR TO THE ISSUANCE.

AND THEN WE WILL MAKE THE HOUSE THAT WE CURRENTLY HAVE GOING TO THE MEN'S HOUSE, THE FEMALE HOUSE.

UM, WE'VE BEEN VERY PLEASED WITH HOW THAT'S GOING.

WE'VE, SINCE WE'VE COME, BEFORE WE STARTED THIS, WE'VE ENTERED INTO AN AGREEMENT NOW WITH DRUG COURT.

SO WE ARE HOUSING, DRUG DRUG COURT FOLKS FOR WHARTON COUNTY AS WELL.

UM, THEY'VE BEEN VERY PLEASED WITH THAT ARRANGEMENT 'CAUSE IT GIVES PEOPLE A SAFE SPACE THAT'S, THERE'S SOMEBODY WHO LIVES THERE WHO'S WATCHING THESE PEOPLE ON A REGULAR BASIS.

THERE'S NONE THIS, NOBODY'S PAYING ATTENTION.

IF YOU'RE COMING IN THE HOUSE AND YOU LOOK LIKE YOU'RE IMPAIRED, YOU'RE GETTING TESTED, YOU'RE ALSO GETTING TURNED IN TO PROBATION.

UM, SO WE'RE HOPING WE HAVE A SPACE FOR FEMALES.

WE ACTUALLY HAVE TWO CALLS YESTERDAY, UM, FROM NORTHWESTERN LOOKING FOR HOUSING FOR FEMALES.

AND WE'RE BRINGING PEOPLE IN WHO HAVE A SUBSTANCE MISUSE ISSUE TO AN AREA, ALREADY HAVE A SUBSTANCE MISUSE ISSUE.

UM, WE HAVE HAD ONE PERSON WHO WASN'T FROM PAGE, I'M SORRY, WARREN SHENANDOAH OR WIN THE WINCHESTER AREA IN THE TIME THAT WE'VE HAD THE HOUSE OPEN.

AND THEY ACTUALLY WERE A GREAT RESIDENT.

TONS OF COMMUNITY SERVICE WITH THEM, LOTS OF VOLUNTEERING, LOTS OF GIVING BACK TO THE COMMUNITY.

UM, THEY ACTUALLY LEFT AND WENT BACK WHERE THEY CAME FROM BECAUSE THEY WERE GONNA BE ALLOWED TO HAVE CUSTODY OF THEIR KIDS.

SO THEY HAD TO GO BACK TO GET THEM.

BUT, UM, THEY WERE THE ONLY ONES.

EVERYBODY ELSE, PROBABLY 90% OF THE PEOPLE IN THE HOUSE ARE WARREN.

WE HAVE A COUPLE IN THERE WHO, YOU KNOW FROM SHENANDOAH, BUT GENERALLY IT'S A LOCAL, IT'S A LOCAL HOUSE WITH LOCAL PEOPLE IN IT.

AND THE GUY, THE OTHER GUY WHO SPOKE SORT OF CATTY CORNER IN THE BACKYARD, THEY'RE ACTUALLY FRIENDS WITH HIM AND HE'LL COME OVER AND HANG OUT, HAS PLAYS BALL SOMETIMES WITH THE GUYS.

SO IT'S BEEN THE RELATIONSHIP, I THINK THE FEARS AND NOT UNFOUNDED.

I MEAN, THEY JUST HAD A, ANOTHER OVERDOSE.

MY UNDERSTANDING IS IN THE HOUSE ACROSS THE STREET FROM THE GUY WHO LIVES ON THE OTHER SIDE OF THE ALLEY, THAT YELLOW APARTMENT BUILDING HAD ANOTHER ONE MONDAY.

UH, THEY DIDN'T DIE, BUT THERE WAS A, THERE WAS AN OVERDOSE THERE.

SO HE, HE'S NOT UNFOUND.

THERE'S BEEN NO NEGATIVE IMPACT TO THE NEIGHBORS.

UNDER, UNDER THE REUTILIZATION OF THE PROPERTY, WHICH I THINK IS A WONDERFUL, WONDERFUL THING.

UH, RURAL KING MARTINS, WE ACTUALLY HAVE PEOPLE WHO LIVE IN THE HOUSE NOW WHO WORK AT MARTIN'S ON THE OVERNIGHT SHIFTS, LIKE THEIR STOCK.

SO I'M SURE THEY WOULD BE VERY HAPPY IF THEY LITERALLY WERE UP AT THE TOP OF THE STREET AND COULD WALK TO MARTIN'S VERSUS FROM WHERE THEY ARE AROUND.

I WOULDN'T WANNA DO THAT AT 11 O'CLOCK AT NIGHT.

I MEAN, WELL, AND, AND I'M JUST TRYING TO PREEMPT WHEN WE DO OUR PUBLIC HEARING, UH, YOU KNOW, ALLEVIATE SOME OF THE FEARS.

AND, AND WE ACTUALLY HAVE HAD SOME, WE HAD A GUY AT THE HOUSE WHO ACTUALLY CALLED THE POLICE TO HAVE SOMEONE COME AND I, NOT TO THE HOUSE, BUT THERE WAS SOMEBODY WANDERING AROUND NAKED EARLY IN THE MORNING OUT BACK AND HE THOUGHT, HMM, MAYBE SOMEBODY SHOULD COME AND DO THAT.

AND HE SAID, YOU KNOW HOW WEIRD THAT WAS THAT I WAS ACTUALLY CALLING THE POLICE TO HAVE THE POLICE COME.

I MEAN, GENERALLY YOU RUN THE OTHER WAY.

AND LIKE I SAY, THEY CALL FOR FEMALE BEDS ALL THE TIME AND THEY JUST CLOSED AN OXFORD HOUSE IN MANCHESTER THAT WAS 15 BEDS.

IT WAS A MALE HOUSE, BUT NOW THAT HOUSE IS GONE.

SO THEY'RE DOWN 15 BEDS IN WINCHESTER.

SO IT DOESN'T MAKE SENSE COMPLETELY FOR IT TO BE NOT THE BEST LOOKING PROPERTY GENERAL.

UM, SO THE USE THAT WE FELT IT WAS GONNA BE FOR HAS, UM, REALLY TAKEN HOLD AND I SEE A LOT OF VIABILITY FOR THE FUTURE.
