WILSON. GOOD EVENING. UM, LET'S SEE. AND WE'RE HERE TO DISCUSS THE, UH, ADVERTISEMENTS FOR THE REAL ESTATE AND PERSONAL PROPERTY TAX RATES. UM, WE NEED TO ADVERTISE THOSE, SO HOPEFULLY WE CAN, UH, GET THIS ON THE APRIL MEETING. UM, JUST TO KICK THINGS OFF, THE, UH, SO THE REAL ESTATE, UH, VALUES THAT WE'VE RECEIVED FROM THE COMMISSIONER'S OFFICE, UH, SHOW THE TOWN REAL ESTATE VALUES INCLUDE INCREASED 27.8%. UM, THE, UH, SO THIS WOULD BE A, A YEAR THAT WE WOULD HAVE TO, UH, EITHER ADVERTISE FOR EQUALIZATION OR, UM, ACTUALLY EQUALIZE THE RATES, UH, EQUALIZING. UH, OUR RATES WOULD TAKE US DOWN TO APPROXIMATELY 10 CENTS PER $100. UM, THE, UH, THAT'S WHAT THE FISCAL FEAR 24 BUDGET WAS BUILT WITH WAS THE EQUALIZATION OF TAXES. UM, THE LAST TIME THAT, UH, THE TOWN INCREASED, UH, REAL ESTATE TAXES LOOKS TO BE SITTING HERE. 2014, I'M SORRY. NO, IT'S BEEN HALF A PERCENT IN 2017. I APOLOGIZE. HALF A CENT IN 2017, UM, WOULD BE IN, UH, 2019, UH, TO TWO TWO 2020. WE DID DECREASE THE RATES HALF A HALF A CENT. UH, SO THIS WOULD DECREASE OUR RATES. UH, ROUGHLY THREE, WELL, 3 CENTS, UH, PER $100. UM, SO LET'S SEE HERE. AND THEN PERSONAL PROPERTY SIDE. UH, PERSONAL PROPERTY SIDE, UH, THE, UH, VALUES HAVE DECREASED APPROXIMATELY 20% ON, UH, PERSONAL PROPERTY. THAT'S BASED ON THE PRELIMINARY NUMBERS, 20% EQUATING TO, UH, ROUGHLY 36.5 MILLION. UM, A LOT OF THAT IS DUE TO THE, UH, UH, VEHICLES, UH, MANUFACTURERS ARE NOW ABLE TO MANUFACTURE VEHICLES. SO THE PRICES OF USED VEHICLES ARE STARTING TO DECREASE. UH, JUST, UM, UH, SINCE I BELIEVE IN DECEMBER I CAME TO YOU GUYS, OR JANUARY, I THINK YOU GUYS EXPLAINED IN DECEMBER, THERE WAS ABOUT AN 8%. SO WE'RE SEEING, UH, YOU DECREASE JUST FROM, UH, JANUARY TO NOW OF ANOTHER 10%. UM, BUT, UH, RECOMMENDING THAT, UH, COUNCIL APPROVE RATE 64 CENTS PER $100, UH, FOR OUR REAL OR NOT REAL ESTATE, PERSONAL PROPERTY, UH, WHICH HAS BEEN THE SAME RATE SINCE 2011. UM, UH, THE, UH, AND THEN THE, UH, PERSONAL PROPERTY TAX RELIEF, UH, TO, UH, MAKE THAT, UH, 46, UH, 46%. UM, WE ARE MANDATED TO ADJUST THAT ACCORDING TO THE COMMONWEALTH VIRGINIA ORDINANCES. UM, TO COMMONWEALTH THE VIRGINIA GIVES US $287,000, UH, FOR PERSONAL, PROPER PERSONAL PROPERTY TAX RELIEF. THAT AMOUNT IS REMAIN STAGNANT SINCE 2005 AS WHAT THE GENERAL ASSEMBLY SET. UM, WE USE OTHER LOCALITIES HAVE HAD THE, THE SAME AMOUNT, UH, SINCE 2005. UH, SO THAT'S, YOU KNOW, THE AMOUNT OF RELIEF PERCENTAGE IS DECREASING, BUT THAT IS A STATE MANDATE, UM, KIND OF ALL I HAVE. UH, BUT I WOULD RECOMMEND TO, UH, EQUALIZE THE RATE AT 10% ON, UH, UM, HAVE, UH, STAFF ADVERTISE AS SUCH. IF WE EQUALIZE AT 10%, WILL THAT STILL THERE, THERE WON'T BE ANY TAX INCREASE TO THE, UH, TO THE TAXPAYER CORRECT THAT, UH, THAT THAT'S EXACTLY WHAT THE PLAN IS. THE, UM, YOU KNOW, UH, THE ASSESSMENT WENT UP SO THE TAX RATE WOULD DECREASE TO THAT VALUE. SO THE OBJECT OBJECTIVE THERE WOULD BE NOT FOR THE TAXPAYERS NOT TO SEE ANY DIFFERENCE IN THEIR BILLING. THE, UH, SO LAST YEAR WE DID SEE AN INCREASE IN REVENUE, WHICH IS WHY WE DID THE BUDGET AMENDMENT. UH, IN MAY WE TRIED TO PUT THAT OVER TO PAVING, WHICH ENDED UP ON EIGHTH STREET BRIDGE. , WE WON'T TOUCH THAT SUBJECT TOO MUCH, BUT THE, UM, UM, BUT YES, THE VALUES ARE COMING BACK DOWN AND OVERALL WE'RE SEEING THE VALUES. UM, HERE I HAVE IT WRITTEN OUT. UH, SO, UH, THE TOTAL VALUES, UM, THAT WE'RE SEEING PRELIM IS 148 MILLION. UM, THE, THE, UH, WHICH IS, UH, EQUIVALENT TO WHAT WE'RE, WHAT WE'VE SEEING IN 2021 WITH [00:05:01] 140 MILLION. SO WE'RE SEEING THE VALUES COME DOWN. SO WE'RE AT 13%, WE'RE AT 13 CENTS. SO YEAH.
