UH, THE PROPERTY IS LOCATED AT FOUR 15 EAST MAIN STREET, THE PROPERTY ZONE C2.

IT IS, IT IS IN THE DOWNTOWN BUSINESS DISTRICT AND IS IDENTIFIED AS TAX MAP 28 8, SECTION EIGHT PARCEL SIX.

UH, INCLUDED IN WITH YOUR PACKET WITH THE STAFF REPORT, UH, DEMOLITION REVIEW GUIDELINES, UH, THE CERTIFICATE OF APPROPRIATENESS APPLICATION, AND THE PRESERVATION ASSOCIATES OF VIRGINIA REPORT FROM 1994.

UH, THIS IS PROBABLY THE MOST INTACT LATE 19TH CENTURY FACADES ON MAIN STREET.

UH, THE ESTIMATED DATE OF CONSTRUCTION OCCURRED BETWEEN 1870 TO 1880, UH, FOR THAT PORTION ALONG BLUE RIDGE AVENUE.

THIS HERE ON EAST MAIN STREET.

UH, PART OF THE, UH, PROCESS IS THIS SECTION HERE, WHICH HAS MASONITE SIDING, UH, THAT WILL BE REMOVED AND EXPOSED, UH, DOOR AND WINDOWS THAT WERE CLOSED UP AT SOME POINT.

THIS IS A SECTION ON BLUE RIDGE AVENUE.

UH, THIS PORTION OF THE BUILDING ON BLUE RIDGE WAS FILLED IN, UH, TWO DIFFERENT TIMEFRAMES, UH, WHEN THAT AREA WAS COMPLETED ON BLUE RIDGE AVENUE, UH, BY 9 18 91, THE, THE REMAINING THREE BASE SECTION, WHICH WAS LOCATED HERE ON THE FRONT, WAS ADDED ON.

UH, WHILE THESE BUILDINGS ARE UNIFIED IN DESIGN, THERE ARE STILL A CLEAR DEFINITION OF THREE SEPARATE BUILDING UNITS DUE TO SPACING SIZE IN THE BUILDING HEIGHTS.

UH, THE BUILDING WAS PRIMARILY USED AS A GENERAL MERCHANDISE AND GENERAL STORE.

AND, UH, THE AREA IN THE BACK, WE HAVE NO, UH, EVIDENCE OF THE TIME WHEN THAT WAS COMPLETED.

THE EXTERIOR OF THE WALLS IS WOOD FRAME, WAS STUCCO APPLIED OVER THE, UH, WOOD FRAME.

UH, THE STUCCO IS ROUGH IN THE EXTERIOR.

UH, THE BUILDING HAS A STANDING SEAM METAL ROOF AND THE REAR SECTION OF THE BUILDING THAT IS CONSIDERATION OF BEING DEMOLISHED HAS SIGNS OF FIRE AND WATER DAMAGE.

UH, THIS IS A SECTION OF THE REAR OF THE BUILDING AND TO THE LEFT YOU CAN SEE THE RIGHT WHERE THE PARAPET WALLS GO UP.

THIS WAS THE SECOND ADDITION TO THE BUILDING UNDER THE REAR.

IN THIS THIRD PIECE, OVER TO THE LEFT HERE WAS, UH, NO DATE ON THAT COMPLETION.

UH, THAT WAS BASICALLY LIKE AN LEAN TWO ADDITION TO THE BUILDING, UH, AND FURTHER TIME, UH, GOING INSIDE YOU, WE CAN CLEARLY SEE AN INSIDE OF THIS BUILDING WHERE THESE TWO BUILDINGS, UH, ARE, WOULD BE SEPARATED.

THIS WAS ADDED TO AND THE EXTERIOR SIDING INSIDE IS STILL INTACT.

UH, WE UNDERSTAND WITH THE STAFF FINDINGS THAT THE BUILDING INTERIOR HAS SUFFERED AT LEAST THREE FIRES DURING ITS TIME.

IT HAS COMPROMISED THE INTEGRITY OF THE RAFTERS, THE WALL STUDS IN THE FLOOR.

JOICE, UH, THE BUILDING IS LOCATED WITHIN THE FEMA SPECIAL FLOOD HAZARD AREA ZONE AE

AND IS OBJECTED TO THE 1% CHANCE OF ANNUAL FLOODING.

UH, THE BUILDING CURRENTLY HAS VALID PERMITS FOR THE RENOVATION OF THREE SECOND FLOOR DWELLING UNITS, AND SOME WORK HAS BEEN COMPLETED ON THE BOTTOM FLOOR FOR STRUCTURAL SUPPORT OF THE WORK BEING DONE ON THE UPPER FLOOR.

UH, PART OF THE APPLICATION THAT THE FRONT WILL BE REFURBISHED AND, UH, THE EXTERIOR PAINTED THOSE DOORS ON THE RIGHT HAND SIDE WILL BE EXPOSED THAT WERE COVERED IN MAITE SIDING.

UH, THE DOOR AND THE WINDOWS WILL BE ADDED.

UH, SO THAT SECTION IN THE FRONT, UH, THIS SIDE ON BLUE RIDGE, THEY'LL REFURBISH, UH, THE SIDE OF THE STUCCO AND PAINT THE EXTERIOR.

UH, THERE ON THE BACK PART WE CAN SEE, UH, THE NEW ADDITION WE PUT ON, UH, THE DOOR.

THERE WILL BE A NEW METAL DOOR, TWO HOUR, UH, FIRE RATING ON THAT AND STAIRS WILL BE ADDED TO THE BACK HERE, UH, METAL OR WOODEN STAIRS.

UH, THE APPLICANT HAS, UH, WILL, UM, RELY ON THE BOARD OF ARCHITECTURAL REVIEW TO DETERMINE WHAT THEY WOULD LIKE TO SEE THERE.

UH, THIS IS A SECTION OF THE BUILDING, AGAIN, THE RENDERING.

THIS IS THE EXISTING BUILDING HERE AT THE BACK.

THEY WILL ADD A, UH, NEW METAL DOORS HERE IN THE BACK FOR THE FIRST LEVEL.

A NEW METAL DOOR HERE TO GO TO THE SECOND LEVEL.

EXISTING WINDOWS HERE AND HERE WILL BE, UH, REPURPOSED.

AND A NEW WINDOW WITH THE WOOD TRIM WILL BE ADDED THERE.

UH, THE NEXT SECTION HERE, UH, THAT'S THE METAL STAIRCASE GOING UP.

NEW WOOD EXTERIOR SIDING, VERY SIMILAR TO THE FIRST EDITION OF THE BUILDING THAT WE'VE SEEN IN THE INSIDE.

A NEW METAL DOOR ON THE SECOND FLOOR AND WINDOWS.

UH, WHAT WOOD TRIM WILL BE ADDED TO THAT SECTION OF THE ADDITION.

UH, THE METAL ROOF WILL BE STANDING SCENE METAL ROOF.

UH, THIS IS THE CURRENT LAYOUT OF THE BUILDING.

THE TWO AREAS MARKED WITH THE XS ARE THE AREAS OF THEY'RE NEEDING TO, UH, DEMOLISH AND TO RENOVATE.

UH, SO THIS WAS THE FIRST SECTION OF THE BUILDING.

IT WAS BUILT.

THEN THIS PART WAS ADDED BY 1891 ON BLUE RIDGE.

AND THEN THIS SECTION WAS ADDED HERE ON EAST MAIN STREET.

UH, THE TWO SECTIONS WITH THE XS ARE, UH, WE DO NOT HAVE ANY CONFIRMATION OF WHAT TIME THE LEANN TWOS WERE ADDED TO THAT BUILDING.

UH, THAT IS THE LAYOUT OF THE PROPOSED, UH, BUILDING WITH THE EXTENSION AND THE ADDITION HERE IN THE BACK HERE.

AND THE LAYOUT OF THE, UH, THE FIRST, UH, FLOOR OF THE BUILDING.

UH, THAT'S A RENDERING OF THE, UH, SECOND FLOOR IN THE DARK SHADED AREA THAT IS RENOVATIONS THAT ARE CURRENTLY GONE ON TO THE, UH, THREE EXISTING UPSTAIRS DWELLING UNITS.

UH, THIS AREA HERE IN THE MIDDLE WILL BE OPEN TO B UH, BELOW.

AND THIS IS AN UPPER LEVEL ADDED TO THE SECOND FLOOR OF THE NEW EDITION.

THAT'S THE SCHEMATIC OF THE FRONT VIEW OF IT WITH THE WINDOWS, WHICH WILL BE REPURPOSED, REFURBISHED OF THE STUCCO.

UH, NEW PAINT ON THE EXTERIOR.

AND AGAIN, THE DOORS HERE WILL BE EXPOSED THAT HAVE BEEN COVERED WITH MASONITE SIDING.

THAT'S THE SIDE OF BLUE RIDGE AVENUE.

UH, WE DID NOTE THAT, UH, WE BELIEVE THE BUILDING HAD THREE FIRES INSIDE IT AT ONE TIME DURING ITS LIFE.

UM, OTHER THAN THAT, UH, THE ORIGINAL BUILDING REMAINS INTACT, WHICH IS ONE OF THE OLDEST ONES THERE ON EAST MAIN STREET.

WELL, THIS YEAR WE UPGRADED OUR ELECTRICAL SO THEY WOULDN'T HAVE TO OCCUR THAT COST DOWN THE LINE.

SO WE MOVED OUR METER FROM THE SIDE.

SO THE LITTLE METER ON THE SIDE, IT SHOWS ELECTRICAL ON OUR BUILDING IS NO LONGER THERE.

WE ARE 100% IN FAVOR OF THEM BRINGING LIFE BACK TO MAIN STREET IN THIS LOCATION.

JUST WANTED TO MAKE SURE THAT, THAT THE WATER FLOW, THAT THE, THE WATER FLOW MAY ALREADY KNOW ABOUT THE WATER FLOW AND THE SUB PUMP AND EVERYTHING ELSE.

BUT JUST WANT TO BRING THAT TO AND SAY THAT YES, WE NEED, WE NEED TO ALLOW THIS TO TAKE PLACE SO THAT WE CAN BETTER GROW HERE IN FRONT.

THEY HAVE TO BE REBUILT ANYWAY AND IF WE WANT TO GO UP THE SECOND FLOOR, IT JUST MAKES SENSE TO TAKE 'EM OUT OF THERE.

UM, FROM MY STANDPOINT AS A BUILDER AND DESIGNER, UH, AS FAR AS THE WATER GOES, I'VE NOTICED THE GRADING IS BETTER BEHIND THERE CUZ I'VE HAD TO MESS WITH THAT SALT POPE IN THE PAST FOR MR. ZKO.

UM, AND WE'LL ADDRESS THAT WHEN WE DO THE, UH, FOUNDATION WORK BACK THERE.

SO THERE'S NO ISSUES.

IT'S VIRTUALLY INVISIBLE, UH, FROM MAIN STREET AT BLUE RIDGE AVENUE AND, AND YOU REALLY HAVE TO GO AROUND THE BACK TO EVEN KNOW THAT IT'S THERE.

SO, UH, AGAIN, TYPICALLY I WOULD NOT, OR I WOULD OBJECT TO DEMOLITION OF A PART OF A HISTORIC STRUCTURE.

THE SMALL AREA THAT IS, UH, BEING PROPOSED TO BE DEMOLISHED IS JUST NOT CONTRIBUTING TO THE AESTHETICS, UH, FUNCTION OF, OF THE, UH, BUILDING.
